The Centre for Continuous Electoral Training launched the course ‘Misuse of Administrative Resources during Electoral Processes’ on the e-learning platform

On 27 April 2021, the Centre for Continuous Electoral Training launched, for the first time, the online course ‘Misuse of Administrative Resources during Electoral Processes’. It can be can accessed HERE

The course is divided into five main chapters. The Preliminary section addresses integrity as a key value of the electoral process, followed by a chapter that covers the definitions and the classification of the administrative resources.

The third part outlines the relevant international standards, focusing on The Joint Guidelines for preventing and responding to the misuse of administrative resources during electoral processes as the core document.

The last two chapters focus on the relevant national legal framework - one intended to prevent and another to respond, by establishing liability, to misuse of administrative resources during the electoral period.

Representatives of civil society, international organisations, permanent electoral authorities and representatives of law enforcement participated in the launching event. The topics on the agenda focused on preventing and combating the misuse of administrative resources for election purposes - preconditions to ensure political integrity, as well as on documentation and sanctioning of misuse of administrative resources for election purposes: experiences, difficulties and solutions.

During the launching event CICDE Director mentioned that ‘the misuse of administrative resources is a topical subject, directly correlated with and a part of electoral processes integrity. The misuse of administrative resources affects both election candidates and voters. The first ones take part in an unequal electoral run, the latter are deprived from the possibility to distinguish objectively the qualities of election candidates’.

Representative of the Council of Europe Office in Chisinau, Sergiu Tatarov, said: ‘This e-learning course is one of the achievements that expresses joint efforts of the Council of Europe in Moldova (CoE) and electoral authorities in Moldova, started back in 2018. I want to outline that the course ‘Misuse of Administrative Resources during Electoral Processes’ is based on national acts and practices in this field, as well as the recommendations of the Venice Commission, CoE and election-related jurisprudence of the European Court of Human Rights’.

President of the Central Electoral Commission Dr. Dorin Cimil, considers that ‘the addressed topic is well known for its importance during the election process. The last election campaigns revealed the drawbacks and the problems caused by misuse of administrative resources and by interferences in the electoral procedures and processes.’

At the end of the discussions, the director of CICDE expressed her gratitude and concluded that any attempt on the election integrity must be recognized as such, must be documented accordingly and denounced publicly, so that the election results have a higher credibility.

Centre for Continuous Electoral Training under the Central Electoral Commission launches an open call for the people that want to become trainers in the electoral field. Selected people will be trained and assessed by CICDE.
