Political party treasurers were trained on the use of the Financial Control platform for reports during the electoral campaign

During 20th-21st December 2018, the Centre for Continuous Electoral Training (CICDE), in partnership with the Central Election Commission is training the staff responsible for the finances of political parties (treasurers). This event is organised within the project „Level Up: Political Funding with integrity”, implemented by International IDEA, with the financial support of the European Union.

This training is a good opportunity for political party treasurers to better understand electoral laws on electoral campaign finance and to undertake the good practices in this area. Vita Dumanska, international expert and coordinator of the civic movement CESNO of Ukraine spoke at this training and presented the experience of her country in the digital reporting of finances used for the electoral campaign. The digital reporting was developed and managed by the organisation she represents.

The State Integrated Service (SIS) “Financial Control” as part of the State Automated Information System (SAIS) “Elections”.

The platform was developed for treasurers to facilitate their digital reporting of party finance and shall be tested for the first time during the electoral campaign for Parliamentary Elections of 24th February 2019. As for the 2019 financial reporting, the treasurers of initiative groups, of political parties and electoral candidates will submit the information on hard copies or online.

Other topics discussed at the seminar concerned duties of initiative groups regarding the activity of the person in charge with the finances, the funding sources of the initiative groups, records of income and payments during its activity.

On 21 May, a training entitled ‘The Basics of Conducting and Organising Elections’ took place in Comrat municipality, ATU Gagauzia, for the election officials in the territory. Today, 2nd January 2019 was the opening of the Call Centre for Parliamentary Elections and the Republican Consultative Referendum of 24th February 2019 with the unique phone number (+373) 22 880101. The Call Centre will be open from 2nd January until 26th February 2019 and its functioning shall be coordinated by the Centre for Continuous Electoral Training (CICDE) and the Central Election Commission (CEC). Training was offered to the members of all the 51 uninominal electoral district councils created for the Parliamentary Elections and the Republican Consulative Referendum of 24th February 2019. The unbiased regulation and implementation of political finance is a global challenge and the Republic of Moldova is no exception. For more than a decade, Moldova has been trying to effectively regulate political finance. The last positive legal amendments were adopted in 2015. They gave the Central Election Commission (CEC) an enhanced mandate to oversee political parties’ compliance, while the political parties have finally received the long-debated state funding. On the 19th December 2018, the Centre for Continuous Electoral Training (CICDE) organised a training session for the representative of the media and NGOs ”The Media during Parliamentary Elections”. This seminar is part of the range of trainings organised by the CICDE within the project financed by the Council of Europe “Training for Influencers”.
