Latvia’s experience in electoral management, debated at the EHub meeting

The Chairman of the Central Election Commission of the Republic of Latvia, Arnis Cimdars, was the guest of today’s EHub meeting “Management of elections during the electoral campaign”. At this meeting, Mr. Arnis Cimdars spoke about Latvia’s experience in the electoral area, namely on the use of social media in the electoral campaign, the role of the state in preventing fake news and manipulations.

The Latvia CEC Chairman mentioned that his country focuses special attention on the cyber security to prevent fake news and external interference. “It is important to avoid being manipulated and face challenges. In order to fulfill this goal, we need to get our information from various truthful sources and to have a critical mind”, pointed out Mr Cimdars.

This activity is organized within the citizen education and information campaign “Democracy can be taught: get involved”, developed by CICDE, and possible within the Project “Enhancing democracy in Moldova through inclusive and transparent elections”, implemented by the UNDP Moldova with the financial support of the United States Agency for International Development (USAID), the Embassy of Great Britain in Chisinau and the Good Governance Fund of the Embassy of Netherlands through MATRA Programme.

The EHub electoral debate platform was created by the CICDE to continue the electoral education process and to analyse various aspects of the electoral process through a constructive dialogue among all the parties involved in elections

The Centre for Continuous Electoral Training by the Central Election Commission of the Republic of Moldova is a public institution, created by the CEC according to art.27 of the Electoral Code and aims at training and qualifying election officials, as well as other stakeholders involved in the electoral process in the Republic of Moldova.

The Call Centre will be open from 2nd January until 26th February 2019 and its functioning shall be coordinated by the Centre for Continuous Electoral Training (CICDE) and the Central Election Commission (CEC). Training was offered to the members of all the 51 uninominal electoral district councils created for the Parliamentary Elections and the Republican Consulative Referendum of 24th February 2019. Thus, from 19th through 27th December 2018, the Centre for Continuous Electoral Training (CICDE) organised 43 seminars and trained 350 people. Read more...

The unbiased regulation and implementation of political finance is a global challenge and the Republic of Moldova is no exception. For more than a decade, Moldova has been trying to effectively regulate political finance. The last positive legal amendments were adopted in 2015. They gave the Central Election Commission (CEC) an enhanced mandate to oversee political parties’ compliance, while the political parties have finally received the long-debated state funding. On the 19th December 2018, the Centre for Continuous Electoral Training (CICDE) organised a training session for the representative of the media and NGOs ”The Media during Parliamentary Elections”. This seminar is part of the range of trainings organised by the CICDE within the project financed by the Council of Europe “Training for Influencers”.
